juevnile sex offender

how would i start the process if i wanted to try and changed maryland state law for juevnile sex offenders to be tracked on the sex offender registry list for life and living wise the distance between the offender who is 14 or older to have to be a certain feet away so if they stay next door they need to move depending on the counts and situation at hand
