i was charged as an adult as a minor- then the chagres were annual prosque (idk how to spell it) then the court wants to retry me as a juvinile and waive my rights and charge me as an adult - how is this possible

Yes, as long as it is within the limits of the speedy trial rules, or if it is not, if you weren't prejudiced by the delay.
