Outstanding FOP Warrant

I have a friend who got arrested with a small amount of marijuana (misdemeanor) 8 1/2 years ago. He missed his court date and a bench warrant for failure to appear was issued for him. Since then he no longer lives in MD but has tried unsuccessfully to find out exactly what he is looking at as far as the fullest extent of the law for these charges. I wanted to know in MD what's the worst case senerio he is facing and how he should go about turning himself in. I have heard that MD does not have a statute of limitations on this charge is that true as well?

On the marijuana charge, he is facing up to a year in jail. Normally they will not charge him for the failure to appear. You don't say what county in Maryland the charge is, but in some counties the Court will lift the bench warrant upon the entry of appearance by a lawyer.
