That is a reference to a Maryland case, State v. Hicks, that dealt with the notion of a speedy trial. The statute in question has since been updated, but the basic idea is that the trial must be held within 180 days of the first court appearance by the defendant or the entry of an attorney's appearance, whichever occurs first. This requirement may be waived by the defendant if a postponement is requested.
