Is there a such thing as attempt second degree assault in Maryland?The statue says Cl what does that mean?

CL probably refers to common law, but attempted assault is covered in Maryland by the statute (or more properly attempted battery)... envision the swing-at-his-face-and-miss scenario. If this is what you're charged with, call me immediately for assistance.
