If a case was nonprocessed at one time and then brought back up at a later time can the person charged use time served (for the same case) or demolition credits to reach parole time sooner, if so how do you go about it?

If the matter was nolle prosequi then no sentence should have been imposed. Credits for "good time served" are not relevant. Restate your question if there are other matters involved. A nolle entry on the docket gives the prosecution a procedural right to bring the charge once again.
