Is it true that there is 10 year sentence for failing to see that an alcoholic h

My aunt's husband tends to drink a lot. Sometimes, even for weeks at a time. It gets so bad that he won't eat, and looses a lot of weight when this happens. Can she be charged for up to 10 years in jail for failing to see that he gets some time of medical treatment when things get this bad? Basically, she offers him food before she leaves for work and when she gets bach home from work; she also asks him if he would like help with his drinking problem, but as usual he refuses any help offered to him. I know that this 10 year jail time does not make any sense, but my aunt was told this by someone who works for Montgomery County at a health related facility. I have been practicing criminal law for 25 years and have never heard of a wife being criminally charged for failing to get her husband medicial treatment over his objection. However, there could be civil penalties, for example, if she let him use her car knowing he is drunk, and he get into an accident.
