Legal Question in Criminal Law in Maryland

Waiting over 16 months for a trial

My friend has been waiting over 16 months to go to trial for an assault,ect case. He has had 4 trials scheduled and all four has been postponed! It's rediculous to me that someone could accuse someone of a crime but, they keep postponing a trial to keep the person in jail longer?? It is an outrage and something has to be done. If someone can offer some kind of advice to help him, I would really appreciate it! Thanks in advance.

He should have had an attorney 16 months ago who could make an intelligent argument at the appropriate time that his speedy trial rights have been violated and that he has been prejudiced so that the charge should have been dismissed. This is what sometimes happens when you don't get a lawyer: your rights aren't protected.
