Copyright and music for gymnastics routines

What are the laws pertaining to music for youth Gymnastics floor routines?

Does one need permission for taking bits from commercial CDs? What about

new performances of copyrighted music? We are not talking about full

pieces, but excerpts. What are the rules and what are the issues for an

arranger (me) who wants to make routines for his kids' gymnastics team to

use?
