It would be up to the visitation parent to formally complain about this to the court. If this is a one time occurrence, the best course of action for the custodial parent is to notify the other parent in advance of the situation and hope that he/she accepts it. The child is certainly old enough to contact the other parent and discuss it directly, and I would encourage that. If the visitation parent won't accept it then the child should be encouraged to go ahead with the visitation and use the occasion to try and reestablish the parent-child relationship. If there is a real underlying problem, and there are lines of communication between the parents, then perhaps a discussion with both parents and the child would be constructive.
