You would have to file a petition for custody in the court where you lost your rights, or in the court where the children now live. You should retain an experienced family attorney to represent you if you are serious about this. You will need a well thought out custody plan and a compelling reason why, after 9 years you are more fit to have custody than you were then. You will also need to demonstrate why the foster parents are no longer fit to maintain custody. Your childen can express themselves to the judge, but aren't quite old enough to control their destiny. And if the judge senses that their unhappiness with the foster parents is because they are perceived as being too strict, without more you face an uphill battle.
