my baby father said he's not going to pay any child surport .so do him or his family still have any rights to see my baby

Yes, he has a right to visitation with the child. Child support and visitation are not dependent on the other. I would recommend filing for child support immediately.

The bio father has a right to visit with his child, but he will be ordered to pay child support if it is proven to be his baby, whether he wants to or not. If you are receiving public assistance for the child, the county will go after him and you must cooperate. If you are taking care of the baby yourself, you can file a paternity and support action in the circuit court in your county. If you can't afford an attorney, contact your local bar association to see if you qualify for a pro bono or reduced fee attorney who can represent you in this case. In the meantime, I would tell him that if he wants to see his child he has to admit to being the father in a paternity case. If he agrees to that, you won't have to go through dna testing for that. If he refuses, take him to court.
