Legal Question in Family Law in Maryland

I had a ex and we had a baby while she was still married to her husband and now that we fell out she does want to give me rights as the father and she keeps using the excuse that she was married during the time of birth so I cant file for rights and ex-husband has nothing to do with the baby and has explicitly stated this numerous times in emails. Every time I try to pay child support it gets turned down because she tells the states attorney she was married.
