Who can write or draft a cease and desist letter.

Anyone can. It is basically a letter putting the receipient on notice that if they continue this behavior legal action may be taken against them as a result. It doesn't have to come from an attorney. Do send it certified, return receipt mail.

Anyone can write a "cease and desist" letter, but the letter will have no force if written by someone with no standing to do so. In other words, if I write a letter to you telling you to cease and desist regarding behavior that is none of my business, you can ignore my letter.
