Child Custody and Visitation

For a couple who has never been married, and neither parent has taken any legal action to claim full custody of their two year old daughter, what right does the father have ( legally) to see his daughter, if the mother fobids him to do so? Note: he currently resides in Florida and the mother and child reside in Maryland. What legal steps can he take, that are not as costly, to ensure that visitation with his daughter is adhered to by the childs mother, and what are her consequences if she does not follow through.

The father can file a court action requesting visitation. However, since he's never been legally determined to be the father, this may lead to a paternity action resulting in court-ordered child support payments.
