Do i have parent rights and what are they ? What can i do if my ex has been in trouble with drugs? Who can i go to if i cant affored a lawyer?

Your question was extremely vague and therefore not easy to answer. I suggest you put a little more effort into it, stating the facts of your situation--who currently has custody and for how long, is custody via a court order or simply de facto, # and ages of children, do you have visitation, and most importantly, what is it that you want to accomplish with respect to the childen.
Generally, as a parent you have the same rights as the other parent. If you think your children would be better off living with you than with the other, you can petition the court for custody. Each parent has the duty to support the children. If the children are living here, you will have to find a MD family lawyer who can represent you, and you will have to come here to participate in the case. If your income is such that you are eligible for a free or reduced fee attorney, you should contact the bar association of the county where the children live and inquire about such programs.

There isn't enough detail in your question to permit a more comprehensive response. If you cannot afford a lawyer, there are a number of programs available for free or greatly reduced legal services sponsored by the state or otherwise. I would recommend contacting the Maryland State Bar, Maryland Legal Services Corporation and Maryland Legal Aid as a start.
