Child's father has changed his name and joined an Indian tribe. Under 501(c)(3) he is exempt from having to continue to pay child support?

Yes, he still has to pay child support. Internal Revenue Code section 501(c)(3) deals with the tax exempt status of the organization. It has nothing to do with his child support. If he is, as a result of joining the tribe, underemployed or unemployed, the court can establish support based on his potential income. In a similar case, Goldberger v. Goldberger, the father went to religious school to study the Talmud, and argued that he shouldn't have to pay child support based on what he previously earned or could earn. He lost that argument.
