Legal Question in Family Law in Maryland

how can one cite and apply the ''paid in full'' federal law regarding payments m

I sent in a check payment with a conditioned attached to it that; if the check was cashed, there was an agreement that my account was paid in full. What is the cite of the Federal Law that applies? (there was a notice from LawGuru regarding an appellate court decision on the topic about a year ago.)

That does not apply in Maryland. I had occassion to research that several years ago and to my knowledge this has not changed.
