Contempt - Employer or Employee?

When a child support wage garnishment order has been issued, and the employer does not comply, who is usually found in contempt? The employer or the employee? The order states that the ex shall be via wage witholding to OCSE.

If the employer doesn't comply with a garnishment, it would be in contempt, and also you can get a court judgment for the amount due against the employer.
