Legal Question in Family Law in Maryland

What should be the court of jurisdiction on a child custody case, when the husband leaves in MD and the child lives with the mother in P.R., who moved there from MD, six years ago, after the divorce, with consent from the ex.???

In all likelihood this case would best be heard in PR, where the mother has established residency for the child. I assume that the child has been with the mother the entire time she's lived there.
