Legal Question in Family Law in Maryland

I have a court order for child support and had been recieving bad checks form the father. I went to local the child support enforcement agentcy. I was told that they would collect from the date that I ask them to collect wich was January 1. Today i was told that there is a new court order that begins payment on Febuary 1st. How is this possible
