Legal Question in Family Law in Maryland
My cousin is a drug addict who gave guardianship of her child to her parents while they lived together in Maryland. This was done through the courts but she retained her parental rights. The family has since moved to Texas. Her brother and his wife also lived with the family until a few months ago and the child considers them his "parents." However the brother and wife took the child with them back to Maryland in March and have since refused him any contact with his mother or grandparents. The grandparents are no longer capable of caring for him and his mother isn't either. Right now the child is in a "legal limbo" with the couple caring for him having no real legal rights whatsoever. In what state do we pursue changing the guardianship? Where the child resides? Where the original order was made? Or where the legal guardians reside?

Since the original guardianship was entered in MD and the child is back there now, with the brother, that would be the logical place.
