Is a Custody Agreement "submitted to the Court for approval and incorporated but not merged into a Custody Consent Order and into any Judgment of Divorse ro Divorce Deree" considered a court order? Thanks!

Yes. It becomes part of the judgment of divorce and can be enforced through the contempt powers of the court if violated.
