How does a 17 and 15 year old children switch their primary custody to their non-custodial parent if they are wanted by both parents?

Get the non-custodial parent to file a petition to modify custody. The older child can pretty much dictate where he/she can live; the younger can express a preference which the court will take into account. In the final analysis, the court will determine what is in the best interests of the children in deciding who gets custody.
