Can a divorce decree issued in Maryland be modified even if the agreement was signed by me under duress? What are the statue of limitations on this matter?

I assume from your question that you signed the agreement before the divorce hearing and it was then made a part of the divorce decree. If so, you should have brought this up at the divorce hearing. While there is no statute of limitations as such, you will not be able to get a course to set the agreement aside. On the other hand, depending on the language of the agreement, you may be able to modify it based upon a change of circumstances.
