If the divorce decree states that college will be paid by father, and he does not, what recouse is available?

You would file a petition for a show cause order asking the court to enforce that part of the divorce decree. Once served with a show cause order issued by the court, the father would be required to appear and justify his failure to pay. You would also ask for a money judgment for the appropriate amount to be entered against him, which then could be enforced by attaching his bank account or other assets, or by placing a wage garnishment against his paycheck.
