during divorce proceedings can a husband sell his share of his business without his wife's consent?

Yes, assuming his wife isn't the other owner. However, if the business was acquired or improved with marital funds, which are virtually any funds acquired during the marriage from either spouse, the wife has a marital interest in the business and the husband cannot defeat that interest by selling the business.
