ex-parte order

Do the conditions of an ex-parte order (i.e. contacting other person) apply only to the defendant or do they apply to both parties? If so, how do I (defendant) file charges?

The order that was entered explains that you as defendant are barred from communicating with the complainant. Presumably you had a court hearing and got a chance to explain your side of the story, or you agreed to make the order long term without a hearing. The complainant isn't barred from contacting you--if you want that, you'll have to follow the same procedure they did.
