Expungment of Domistic Charge

I have a cousin who has a domestic violence charge against him approx 19 yrs ago. He's trying to have this charge expunge in attepmt to have a security clearance and bodyguard business. Will it be possible? He's presently in a full-time Army Reserve NCO and the charge stems from a marital dispute incident in Baltimore, MD. He needs to be able to carry a handgun in this future endeaver. He is presently stationed at Fort Bragg, NC.

You didn't sufficiently present the facts in your question. Was this a criminal charge, and if so what was the outcome, or was it a petition for a civil protection order filed by his spouse? If it was a criminal charge and resulted in an acquittal, dismissal, or the charge was dropped, he can file a petition for expungement. If he pled guilty or was found guilty, it's going to stay on his record.
