Legal Question in Family Law in Maryland

My ex-wife refuses to sign a passport authorization form for my kids so we can travel. We (parents) are both US citizens with no international ties. Our divorce provides joint legal custody and physical custody to her. Can I petition the court to have her sign the passport forms? Would that be a modification of our divorce settlement or something else? If so, is there a way to do that myself? Is there a form to use to make this request in Maryland?

You will probably have to get a court order, since both parents' signatures are required to prevent "kidnapping" situations. If you had a separation/settlement agreement governing your divorce and it provides for parental cooperation in this situation, she would be in contempt and you could file a petition for a show cause order. If it is silent, you would have to seek modification.
