if a father gives up all rights to his child does he still have to pay child support in maryland

What do you mean by "gives up all rights to his child"? Visitation and child support are two separate issues, and an agreement that the father will not visit with the child does not excuse the father from the obligation to pay child support. On the other hand, if the child is adopted, such that the father is no longer a lawful parent, or in there is a TPR (termination of parental rights) order, then and in that event, the father would no longer have a child support obligation.
