Forgiving Child Support Arrears

Single father whom has custody of 2 children and has $18K arrears for another, has worked out a reasonable CS payment but is unable to pay $18K and has suspended license. What can he do to get straight and get his license back? (lives in Oklahoma, CS issue is in Maryland)

He needs to check with OK motor vehicles (where I assume he's licensed) to see if there is a procedure for restoration of his license upon presentation of an arrearage payment agreement signed by the custodial parent. If a suspension order was issued in MD and honored in OK, he may need to start with MD to get this done.
