Do I need to give the person watching my child anything to give them permission to make decision on my behalf while I am out of the country?

If you are going to be out of the country long enough to effect decisions such as schooling,finances, health care for the child, etc., you could give them a temporary power of attorney. If your main concern is a medical emergency for the child, you might want to alert the child's pediatrician and advise them that the child watcher has your authority in case something comes up. Of course, you should stay in telephone or e-contact in any event.
