Legal Question in Family Law in Maryland

Can a grandfather adopt his grandchild and have the biological mother of the child retain her parental rights too. In other words the " biological ather" of the child would relinquish his rights and responsibilities and the grandfather would take his place as the "legal" responsible party.

Yes, this can be done. Even if the bio father is in agreement, you should retain an attorney who handles adoptions and knows what must be done to accomplish this.
