Legal Question in Family Law in Maryland

I have legal guardianship and full custody of my 14 year old girl (her older sisters are my biological children, she is not but I am Dad to her...they all share the same mother). Neither the biological father (convicted felon) or mother of my daughter (14 year old) has legal rights. My daughter wants to change her last name to match mine ... can we do it without the mother's approval?

Yes, but the mother has a right to file an objection in the court proceeding. It would then be up to the judge.
