my ex is making my life a living hell. I've dealt with him harrassing me, to make a long story short he's even resorted to making a false cps report, which was thrown out. My sister says I should terminate his rights, but I feel I have no grounds. He is a royal ass to me but he's never abused my daughter and doesn't do drugs. Is there anything I can do?

To terminate his parental rights, you would have to show, at the least, that the father is a physical threat to the child. The Court will not punish the father for being a jerk to you by terminating his parental rights -- your sister is dreaming! Instead of thinking about how you can use your child as the tool to stop your ex's inappropriate behavior, perhaps think about filing criminal charges against him for harassment, stalking, filing a false police report, etc.
