First of all, you need a reason for invoking WV jurisdiction--you want to modify child support, your ex is not paying per the current order, you want to change custody or visitation, etc. Then you file a petition for whatever you're trying to accomplish in your local court under whichever interstate law WV recognizes and cite the fact that the court should take jurisdiction because neither party has any present connection with MD. This can get complicated and you certainly ought to consult a local attorney who handles these kinds of cases.
