NCP in MD

After a four year battle and two stints of supervised court visitation, my husband and I have been granted full custody with no more biological parents visiting. We want to change our eleven year old daughter's name. We live in Baltimore, MD, do we have to go back to court and demand that the parents sign over their rights even though neither biological parent can visit or speak to our child, or should we seek legally changing her name?

File a name change petition; it's not complicated. You should be able to get the necessary forms by going on the circuit court website.
