Legal Question in Family Law in Maryland

My niece was placed in my care through dss after she was removed from her parents. Now dss wants to move her to another relative and both her parents do not want her to be moved. Do they have the right to decide she stays with me, against the recommendation of dss to the court?

They can contest this but the court will decide what is in the best interests of the child and as a practical matter the recommendation of dss carries a lot of weight.
