How does a non custodial parent terminate their parental rights in the state of Maryland?

You cannot terminate your parental rights unless your spouse has remarried and the new stepparent agrees to adopt. You are presumably trying to avoid continuing to pay child support, which you cannot do unilaterally. If you don't want to have any contact with your children, you can of course do that.
