Legal Question in Family Law in Maryland

My non-custodial parent refuses to pay for any of my college tuition, although he has the money. There is no way my mother can pay for it by herself and so I was wondering if there were some way I could emancipate myself from him and relieve him of all parental responsibilities. I am 18, and in the process of changing my last name from his to my mother's. Thank you!

As an 18 year old you are legally an adult and are already emancipated from him, and also from your mother. At the same time, he has no legal obligation to pay for your ongoing support unless he and your mother made an agreement that obligated him to do so.
