How can one obtain a passport for their underage child, when the other parent wherabouts is unknown?

You may not need to obtain the other parent's consent. If you have sole legal custody of the underage child, only your consent is required. If you don't have sole custody of the child, and the other parent's whereabouts are unknown, you may consider consulting a Maryland family law attorney, who can help you obtain sole custody of the child.
