Permanant custody without having to sign adoption papers
I need to know if I have any rights to refuse an adoption agreement. I would rather have permenant custody without giving up all my parental rights. This is a case in Howard County between me , dss and my stepmom/ biological dad. DSS wants to give my parents full adoption.

You are going to need an attorney.
Yes you can contest an adoption, there will then be a hearing and evidence will be presented.
You need to be more specific as to why DSS is trying to have your parents adopt the child.

You can refuse to agree to giving up your child for adoption. If DSS feels that you are not a fit parent they may begin CINA (child in need of assistance) proceedings in the Circuit Court. You will then need to defend against allegations that you are not a fit parent, and the court may terminate parental rights regardless of your wishes. You will need a lawyer to represent you if you want to defend against such an action.
A termination of parental rights is generally a last resort after the Department of Social Services has worked with the parent to try to create a suitable environment for the child while improving whatever the situations are which put the child at risk. If you want to preserve your parental rights, you will need to cooperate with any plans and programs set up by DSS... and find a lawyer.
