Legal Question in Family Law in Maryland

a quick question

my nephew was taken from his mother put in foster care. i filed a petition for guardianship. i live in MD and this is all in De. I still want to get him. But every time i call DE to talk to the social worker she is never there or on the phone. How can i see my nephew if i cant get up with the social worker

Write the social worker a letter and if you don't get a response try and reach his/her supervisor.
