Rights of a Parent

If someone signed off parental rights to their child several years ago is it possible to get parental rights back?

Your question focuses upon the manner and context upon which parental rights were reliquished. Prior history and contacts with the child, age of the child and other matters bear strongly where adoption was not provided. Other factors may come into play. However, where a parent provides a child for adoption then the rights of that parent cease.
