Is it possible to legally dissolve a blood relationship between estranged adult siblings, or to legally solidify the estrangement? If not, why?

There is no such legal process. You have no obligation to have any kind of relationship with a sibling if you don't want to. Of course, you may become joint owners of property inherited from a parent. In this situation, you would have to come to some agreement to sell the property or one buy out the other if you don't want such a relationship.
