my sister passed away she did not leave a will and left me with a 14 yr old need help getting gardianship

I'm sorry for your loss. The best advice I can give you ---- hire a Maryland family law attorney! This is the surest and best way to make sure that your sister's assets are distributed according to her desires and her 14 year old is taken care of (both in terms of custody/guardianship and financially).
If you cannot afford an attorney, don't give up! There are many resources in the DC, Maryland, and Virginia regions that offer pro bono (free!) legal services for those that qualify. One such "legal clinic" is the Columbus Community Legal Clinic, which is affiliated with Catholic University Law School in DC.
