If the grandma has court-ordered custody, you will have to go back to court to seek return of custody to you. School systems would not accept a letter like you propose in order to enroll your son in a local school. Assuming the father doesn't try to intervene, a consent petition for modification of custody should be fairly routine, although the court would want to ascertain that it is in the best interest of your son to grant this to you.
