Legal Question in Family Law in Maryland

In the state of Maryland,County of Baltimore, do you need legal custody or legal guardianship as a non-biological parent to register a child in school?

I'm not positive, but more than likely you need to be the child's guardian and be able to prove residency in that district. You may consider calling the school district anonymously and asking. You may also be able to find the answer on the school's webpage. Now, if you have already been told that you cannot do this and you want to know whether it's legal, consult a Maryland attorney.

I require additional information to answer this question. If you are the non-biological parent, ie step parent, is the biological parent available to enroll the child? if not, you will need to be appointed legal guardian of the child to enroll in school. If you have a court order granting you legal and physical custody the school district may accept this but you need to show you have the right to enroll the child.
