Taking a child out of state

When custody of a child is being worked out between the parents and the parents agreed not to take the child out of the state without the other parents knowledge and approval until custody was in place does the parent have any recourse when the other parent voilated the agreement?

It sounds like you had an "understanding" but haven't as yet worked out a signed agreement regarding custody. If that's the case, you really don't as yet have anything for a court to enforce. You need to get all the details of the custody agreement worked out and reduced to writing. Then you will have something you can rely upon that you can get enforced in court if necessary.
